It's just as much a part of the message as ... the message.
Only in that it's attached to the message, just like tag lines are.
They have no connection to the message body.
In the full context of this "conversation", which was the protesting of something deemed "political" - for the poster to have that "hashtag" in
his origin line, was a very political statement. Thus it was part of
the message/conversation. It's quite obvious, really.
